"Provision this device" screen does not appear in initial setting screens (OOBE).
Answer
After a factory reset (Settings > System > About > "Reset your phone") or the first time startup from factory shipment state, depending on the type of SIM card inserted in your device, the "Provision this device" screen may not appear in the initial settings (OOBE).
Please run the initial settings (OOBE) with SIM card removed from your device, and after completing the initial settings, insert the SIM card to your device. Or, after completing the initial settings, please add the Provisioning Package using Settings > Accounts > Access work or school > "Add or remove a provisioning package".
