When you return to the first user immediately (about less than 10 seconds) after switching to another user using "Fast User Switching", the fingerprint authentication for invoking tools such as enrollment tool becomes disabled.(Fingerprint Sign-in is enabled.)

Restart the PC or switch to the second user and do the sign-out operation, then sign-in to the first user.
