Standard users cannot delete tasks in task scheduler.

Answer

Standard users cannot delete tasks in task scheduler even if the tasks are created by the standard user himself/herself.
This is because standard users don't have the permission to access "C:WindowsSystem32Tasks" folder.
This is supposed to be by design.
To solve this situation, follow the steps described below.

1)Double-click "C:WindowsSystem32Tasks" folder.
2)Click [Continue] at the message that tells you you don't have permission to access the folder.
3)Input the password of the administrator at the User Access Control message so that you get access to the folder.
(Please note that you must know the password of administrator.)
