Turning on and off of Wreless LED is not fully connected with the status of the wireless switch and real radio status.

Answer

On Skylake system, it's impposible for hardware signal to control WLAN radio status so that the status of wireless LED, wireless switch and real radio may not connected with each other.
During sleep or hibernation mode, wireless LED is only connected with the radio status of WWAN.
Wireless LED will always be turned off while sleep or hibernation if WWAN is not available.
Before Windows starts up, wireless LED is always turned on when the system is powered on in spite of the status of wireless switch.
